Officials from Egypt, Saudi Arabia, Turkey and Iran will meet in Cairo on Monday to discuss the Syrian crisis.

Iran is an ally of Syrian President Bashar al-Assad while the three other countries have all called for him to quit power.

Egyptian Foreign Minister Mohamed Kamel Amr said the meeting of the quartet, under an initiative proposed by Egypt, would gather senior Foreign Ministry officials from the four nations to prepare for higher-ranking talks.

Israel has been sending soldiers into Egypt's Sinai desert to stop African migrants before they reach the border, handing them over to Egyptian forces, human rights groups charged in a report released Friday, Jarusalem Post reported.

Egypt's army vowed yesterday to “avenge” the killing of 16 guards by gunmen near the Israeli border, as President Muhammad Mursi ordered security forces to take full control of the increasingly lawless Sinai Peninsula on the frontier.

In Sunday's attack, gunmen in Bedouin attire drove up to a border post and opened fire before crossing into the Jewish state in an armoured vehicle, Egyptian officials said.

Egypt's President Mohamed Morsi has sworn in a new cabinet that retained military chief Field Marshal Hussein Tantawi as defence minister while giving the Muslim Brotherhood and its allies several portfolios.

Prime Minister Hesham Qandil on Thursday asked Egyptians to rally behind his new government, stating he had chosen the ministers based on their experience.

Hillary Clinton has been welcomed in Egypt by locals greeting her motorcade with tomatoes, shoes and water bottles. Rallying protesters showed awareness with US domestic policy history, chanting “Monica, Monica”.

­The two-day visit by the US secretary of state to Egypt ended in scandal when the convoy she was driving in from the newly-opened American consulate in the Mediterranean port of Alexandria was attacked by local citizens chanting anti-American slogans.

Egypt’s top general on Sunday raised the stakes in the military’s political standoff with the Muslim Brotherhood, saying the armed forces will not allow a “certain group” to dominate the country.

Field Marshal Hussein Tantawi’s tough comments came only hours after he met with US Secretary of State Hillary Rodham Clinton, who urged him to work with President Muhammad Mursi, of the Brotherhood, on a full transition to civilian rule.

The post-uprising presidents of Egypt and Tunisia said at a news conference yesterday they backed the revolt in Syria but they also opposed foreign military intervention against Bashar Assad.

Egypt’s President Muhammad Mursi and his Tunisian counterpart Moncef Marzouki also expressed their support for the Palestinians, and called on the feuding Fatah and Hamas factions to reconcile.
